Mark Bhagwandin
Mr Mark Bhagwandin DL was commissioned as a Deputy Lieutenant for Oxfordshire in 2025. He is part of the Lieutenancy Team focused on Oxford and holds the Lieutenancy’s Communications brief for the County.
Mark brings over three decades of distinguished expertise in communications, media, and advocacy to his role as Deputy Lieutenant. Currently serving as Communications Manager for the cancer charity Sarcoma UK, he has built a remarkable track record of amplifying the voices of patients. He has also transformed media coverage for charities supporting modern slavery survivors and pregnant homeless women.
Mark began his career in broadcast journalism in Guyana, where at just 25 he was appointed Editor-in-Chief of the Guyana Broadcasting Corporation, leading a team of 17 journalists while hosting three popular radio programmes. He holds a Master's in International Journalism from City University London.
Mark has consistently demonstrated exceptional public service through governance roles with Oxford Health NHS Foundation Trust, Wheatley Area Learning Trust, and Endeavour Academy. As a Trustee of Oxford Hindu Temple and Community Centre, he is spearheading an ambitious project to establish Oxford's first Hindu Temple.
